New Scholarship Honors the Legacy of Former Illinois State Representative Charles E. Jefferson

The Jefferson and Wallace Scholarship has been launched to honor the life and legacy of former Illinois State Representative Charles E. Jefferson, a dedicated public servant, mentor, and community leader. The scholarship will provide financial support to students pursuing careers in political science, public administration, public policy, or law, ensuring that Rep. Jefferson’s commitment to service continues through the next generation of leaders.

Rep. Jefferson made history as the first Black state representative from Northern Illinois, representing the 67th District from 2001 to 2014. His legacy continued when Dr. Litesa Wallace succeeded him, making history as the first Black woman to represent the 67th District and the only woman to serve more than one term. This scholarship not only honors Jefferson’s groundbreaking leadership but also recognizes Wallace’s contributions as a barrier-breaking legislator and advocate for public service.

The scholarship was created by former State Representative Litesa Wallace in collaboration with the Jefferson family. Wallace, who served as Rep. Jefferson’s Chief of Staff before succeeding him in the Illinois House, made history as the first Black woman to represent the 67th District and the only woman to serve more than one term. This Women’s History Month, the scholarship highlights not only Jefferson’s legacy of mentorship but also the barrier-breaking leadership of Wallace, who continues to pave the way for future generations.

"Rep. Jefferson believed in me when I was a young single mother just looking for a way to serve my community. He not only mentored me in government but also in life, and his wisdom extended to my son as well. His willingness to provide me with the opportunity to be his Chief of Staff helped support my family as I completed my doctoral studies. His legacy of service, integrity, and advocacy must continue. That’s why I am honored to work with his family to establish this scholarship, ensuring that students who share his passion for public service have the support they need to succeed," said Dr. Litesa Wallace.

Rep. Jefferson, who served the 67th District from 2001 to 2014, was a champion for judicial representation, economic development, veterans, seniors, and public safety. He began his career as a Winnebago County Board member before being appointed to the Illinois House of Representatives, where he became an Assistant Majority Leader and a respected leader in state politics.
The Jefferson family expressed their gratitude for the scholarship, recognizing its role in preserving his lifelong mission to uplift others.

"Our father, brother, grandfather, and uncle dedicated his life to making Rockford and Illinois a better place. He mentored so many people, always believing in the potential of young leaders. This scholarship will continue his work by providing opportunities for students who are committed to public service, just as he was. We are honored to see his legacy live on in this way," said the Jefferson family.

This initiative is especially significant as March 31st marks Rep. Jefferson’s birthday. In honor of his legacy and Wallace’s historic leadership, organizers are launching a special fundraising campaign throughout March with the goal of raising as much as possible to support aspiring public servants.

The Jefferson and Wallace Scholarship Endowment will be administered through the Community Foundation of Northern Illinois (CFNIL).
